دو تا فایل
Persian-NER-part1.txt
و
Persian-NER-part2.txt
خالی هستند. لطفا بررسی کنید.

Same issue. The files seem to be empty.

Looks like this is the commit where the files got deleted:
a576fe1

Just before this commit the two files are available:
https://github.com/Text-Mining/Persian-NER/tree/c24df7a537ecd9b9cc4dc1f382fe08e30da22ba3
