Configurable deploy time

Because current value is hardcoded:

And you can't recompile mod to change this value:
maven.brainstonemod.com - Network is unreachable: connect

What does the Maven being down have to do with anything? If that meant I couldn't recompile the mod, then I also wouldn't be able to recompile with configurable deploy time.
