Describe the bug
Audio files do not play after being downloaded.

To Reproduce
Steps to reproduce the behavior:

Connect to a voice channel
use !join Command
Use !play on a video of any length
File will download
File does not play

Expected behavior
The bot should begin playing the audio file on step 5

Desktop (please complete the following information):

OS: Windows Server 2016, Windows 10
Discord

Additional context
The api has not been recently updated, however discord did recently add a rebalancing feature
