"absent tile" displayed when using OpenSeaMap Hybrid displays #371

What steps will reproduce the problem?
 1. Zooming in when using GMC with OpenSeaMap Hybrid
 2. First layer backgroud tiles displayed fine
 3. Second layer buoys tile displayes often the tile with 
"We are sorry ... zoom out for a broader look." = absent tile

What is the expected output? What do you see instead?
There is no second layer tile, because this is no buoy present.
Expected output: 
A) both tiles absent -> absent tile message
B) one of 2 tiles present  -> display tile, no absent message-tile

What version of the product are you using? On what operating system?
GMC version 0.8.0.1 on Windows7

Please provide any additional information below.

This is the intended behavior, as at least I like to know if data isn't 
available when navigating (so I don't wrongly assume the route is safe etc).

I'll make the behavior configurable at some point, with default being the 
"error" -message. Also changing the text might need changing, as in many 
current situations the tiles aren't missing because of zoom level.
