Toolbar Rendering Jarring

There seems to be a feature/bug in the toolbar shell code whereby the whole toolbar is shifted vertically upwards a few seconds after it’s first drawn. I first noticed this after I had removed the drop-down buttons in the recent branch I made (where you can see the effect more strongly), but I can also see it's happening on the master branch as well, so it's not related to that work.

Here is a before and after picture to indicate what happens. When IE opens up initially, it looks fine, but then a few seconds later, it moves...
