Make the map look like actual BC coastline/islands rather than hideous blob. #1

this means finding the overlap between the geographic and electoral maps of B.C. and throw out the rest.

We want the map to look more like this CBC map http://newsinteractives.cbc.ca/bcvotes2017/ as opposed to these less-pretty Macleans and Global News maps http://globalnews.ca/news/3432025/live-bc-election-2017-real-time-results/ http://www.macleans.ca/politics/bc-election-2017-how-the-electoral-map-changed/ and what we currently have at bc-albers-color.svg

@mariocimet, idk if you've solved this already, but I've added that on my branch - the relevant shapefile is elec-districts.shp and the end result is elec-districts-color.svg which looks like:
