[BUG]: turbine and boiler stop work after server restart if ic2-exp installed

Describe the bug

after server restart turbine and boiler have incorrect behaviour before rebuild multiblock (break and install any casing)

the issue affect only turbine and boiler, - evaporator, matrix, fusion continue work propertly.
the issue affect only if IC2-exp installed (no any machine or wire used, just mod presistand)
the issue affect original mod (Mekanism + Generators-1.7.10-9.1.1.1031) too.
all other mod was temporary removed for test.
the issue in SMP and SP mode

To Reproduce

1. build turbine, provide steam and util. energy
2. restart server (or rejoin in single player world)
3. see visually turbine and gui

Expected behavior

turbine shaft and blades stop moving or moving small speed, GUI show about incorrect flow rate, energy prod rate, about 1/5 of nominal, water same returns about 1/5
after rebuild multiblock start work propertly
