Seems like the mmcboot installer is missing from https://github.com/Tow-Boot/Tow-Boot/releases/download/release-2023.07-007/odroid-C4-2023.07-007.tar.xz . Had a quick look to see if I cold fix this myself, but the solution was not immediately apparent to me.
