From @doverride:

the ~/.local/share/systemd dir is used to store timer time stamp files , but the ~/.config/system directory is used to store user units. So i think it is best to differentiate between ~/.local/share/systemd and ~/.config/systemd

Since this wasn't properly implemented (37d2aec) this changes to "implement".
