BUG - The Lich King's Command

Description

After turning in "The Scarlet Apocalypse", The Lich King will not give the next quest which is "The Lich King's Command.

Expected behaviour

The quest should be available for pick-up from The Lich King on Death's Breach.

Steps to reproduce the problem

1. Get the quest "The Scarlet Apocalypse"
2. Fly down to Death's Breach
3. Turn in the quest
4. Observe that there is no other quest available

I used the ".quest give" command on myself and was able to get the quest, but it caused phasing issues and bugs with other quests. There was no error output that I could observe.

Custom changes

I attempted to use the custom script SkipDK.cpp but compiling gave me errors on the master branch.
