Fix is incomplete because it doesn't work for Horde NPC's & Brother Keltan (31261) is not included.

@Sethi if you just spawn the NPC it'll fall true the ship, for more info on the problem and a workaround you can look at: #1964

Also the fix you suggested doesn't seem to work and nobody is wiling to state what is the source of the changed values or there meaning.
