Given this, it might be an idea to use an Ubuntu Singularity container instead.

It seems to work (or, run and give a help message at least) once you include mono-complete, which is... every single Mono-related package. 😬 The errors you get if you don't have some relevant parts are not at all easy to diagnose, and while I'm not sure the whole complete bundle isn't necessary, it probably isn't especially productive to spend a lot of time paring it down, either.
