Description

For smrf we are migrating a bunch of items and using the new change log feature coming out in incheck. We had a section that had a distribution and a recipe associated but it has been removed from the core config. Now older files which still have the items albeit unregistered still trigger the recipe

The fix? Recipes need to be able to check the validity of an item.
