Need to add that python3-dev and python-tk packages are required to run the smrf with python 3.

Missed this on the documentation PR #162, but python3-dev is in the documentation. python3-tk should only be used with plotting and matplotlib is no longer a requirement for SMRF. However, if a user is doing development then python3-tk would need to be installed.

Closing for now, we can add the line to the docs later if it's an issue.
