Add Peak Creation workflow support to Map

To support the workflow of Peak Approval, show filters on the map that let users determine:

1. Where Peaks need to be created (Data + event + site + No Peak)
2. Where Peaks have been created but not approved (Peak Status = Provisional)
3. Where Peaks have been created and approved
