[Booking] System override the policy of FBS

Expected behavior

people who are penalized by FBS (e.g. cannot make booking over 2 weeks) should not allow to make booking using USThing

Actual behavior

Since I got a no show records during Nov and penalized by FBS (Suspension from 30/11/2018-13/12/2018). However, when I use USThing to make booking on 30/11/2018, I can still make booking lol

Steps to reproduce

Penalized by FBS and make booking :)

• Phone Model: iP7+
