We need to also scrape the Romanian Refugee Center points.

I've assigned it to myself, I'm making some progress using OCR and Nominatim geocoding to extract addresses, my branch is AddRomanianRefugeeCenterScraper, I need to extend the dynamodb library to append this data to existing romanian data as to not overwrite the border crossing data
