In Setting Visibility, check Skin Overlap Percentage.

Skin Overlap Percentage option should be visible in the Printer Settings once it is checked in the Setting Visibility.

There is no Skin Overlap for the Concentric pattern. These are always laid down as if they were simply additional walls, which makes the setting superfluous. Superfluous settings are generally hidden to prevent unnecessary UI clutter, and this is being hidden in the same way that most Support settings are hidden when Supports are disabled.

However there does appear to be an issue here which extends further back than 5.2. Unlike the Monotonic Top/Bottom Order setting, it doesn't appear that the Bottom Pattern Initial Layer setting is correctly enabling the Skin Overlap settings when the main Top/Bottom Pattern setting is set to Concentric. So in the screenshot you've provided I feel that the Skin Overlap setting simply due to your Bottom Pattern Initial Layer setting - even if it would have no effect on any other layer.
