Someone gets 'unable to resolve host' error with android app on cellular data

The application does not request permissions to use the network so it will be denied connection in android 4+
also to save it needs permissions to the specific file system especially in android 10+

Which permission is required? I can download fine over cellular data on my android 9 device

I could be wrong but some apps require network permissions requested from android 10 to work proper (android 5 does not have this issue and i dont have a device with android 9 so i can not verify that either). I have android 10 and i have found it might be a bug when handing off from wifi to cellular or vice versa and datasaver is on.

Would suggest as a work around to try disabling datasaver out right and or reenabling then try again may be a workaround ?
