cant i disable zram at boot without waiting by edit config.txt ?

Sure. Add swap_off; exit to it.

Perhaps your system does not enable swap early.
Try sleep 60; swap_off; exit.

after editing the config, then using the zsm in terminal, doesn't do anything but when reverting back to default config, zsm command works again
