Describe the bug
Ctrl being used even not enabled

To Reproduce
Steps to reproduce the behavior:

Disable option "Vim: Use Ctrl Keys"
Ctrl +C in insert mode
See error

Expected behavior
If ctrl is disabled shouldn't it only functions as copy

Environment:

Extension (VsCodeVim) version: 1.11.2
VSCode version: 1.39.2
OS: Bedrock Linux (Manjaro)

Extension (VsCodeVim) version: 1.14.1
VSCodium version: 1.44.2
OS: Ubuntu 18.04
