gwip - reflow paragraph does not work

See example below.

Expected behavior

Reflow short lines to long lines.

E.g.: if this is the text:

# one two three four five six seven
# eight nine
# ten eleven twelve thirteen fourteen
# fifteen sixteen seventeen 
# eighteen
# nineteen

Typing gwip while located inside the above lines should reflow to:

# one two three four five six seven eight nine ten eleven twelve thirteen
# fourteen fifteen sixteen seventeen eighteen nineteen
