Please describe your issue in as much detail as possible:

AMD considers if lowest 5% fps has an average 60 or higher fps in a 90 second measurement then the game is "optimal"
In Linux this number is 26 fps on the lowest settings.
In Windows this number is 87 fps on the highest settings.
Measured with Vulkan on both OS's. According to the overlay in Linux GPU peaks at only 44%. Windows has much higher utilization ~70%.
