This has been happening since the last patch was released. I checked the commands and in task manager and I am not even running DOTA 2 as administrator. A lot of other users are facing the same issues as well.

You can try to delete bin folder from the game folder and verify integrity of the game files in steam
(bin folder path: .../Steam/steamapps/common/dota 2 beta/game/bin)
If this doesn't help then try to clearing download cache in the steam settings (Steam -> Settings -> Downloads - clear download cache...) and try repair steam library folder (Steam -> Settings -> Storage -> ... -> Repair Folder)
