[TF2] [Feature Request] Implement a workshop map & play offline with bots UI (ala CSGO).

Different to the already existing basic 'Create Server' function which hasn't changed since TF2's release, this is requesting the feature to add a similar menu to CS:GO's 'Offline with Bots' menu, mainly to easily play Workshop Maps.

Hello @doublah, per "Updated the Create Server menu to show workshop maps" in the 2022-10-12 Team Fortress 2 update, please retest this issue.

This is different. They mean that the "Training" gamemode and the "Offline Practice" mode need to be updated and should allow to choose Workshop maps
