In Linux, the Steam overlay does not appear for games that were added to Steam but not activated through Steam. Two examples of such games are Xonotic and Red Eclipse, both of which are not available on Steam but can still be added to Steam. The overlay works just fine for these games on Windows but not on Linux.

This is a duplicate of ValveSoftware/steam-for-linux#519, the overlay works for 32bit non-steam games, but not yet for 64bit titles.

My apologies and thank you. I did search around for overlay related issues but did not think to look for it as a feature request.
