users can enable or disable a public profile via user settings page. it will declare:

1. first and last name
2. github and linkedin urls
3. self-certified checklist progress
4. completed certifications

enables a future story for ladderly-certified checklist completion

this will be good to do before #76 and #75 so we can shout out profiles not just names
also, users should be able to list a personal website which will be useful for corporate sponsors
