FR: Add more keyboard navigation

It would also be nice if it remembered the user's selection for number of rows.

It should maybe be a user preference, set when the user selects it in a table rather than being a setting that the user goes and explicitly sets

Would we apply this to all tables?

I think it could apply to all paged tables without causing any problems. Even outside of the notebooks section if I set it to the max value it feels intuitive to scroll down. Plus in the collections views we have the "stats toggle" button which can be used to achieve something similar to full screen view.

p.s. We should probably rename "stats toggle" to something more obvious like "toggle panes".
