vars.3dSpotting and vars.3pCam broken #564

For some reason the vars mentioned above seem to be broken.
I could reproduce this with 2 different servers (multi-instance) both running at the same and one at a time.
Rush & Conquest were tested with 30 and 60Hz (just to be sure).

I normally use VeniceRCON but deactivated it just to be sure -> issue still persists.
Funny enough VeniceRCON notices that these 2 vars seem to be broken and automatically "unchecks" them in the UI upon saving the configuration.

Both Servers are hosted on a Windows Server 2019 (with GUI).

Just noticed #559
Mine is a duplicate then - Sorry for that.

Can confirm though that this is true: Setting both vars to "false" actually enables it
