Tweaking VeniceSoldierHealthModuleData.manDownStateHealthPoints to sth like 100.0 and setting vu.CorpseDamageEnabled to true should let you kill the corpse that is in the manDown state, making him become unable to receive another revive.

Initial implementation in 20054. Some trial and error fixes in 20055.
(Hopefully) Final fix will come with 20056.
