Hardmute command

Similar to Carl-bot's hardmute except also supports indefinite mutes.
When used (/hardmute <@user/user id/username + tag> [time (y,mo,w,d,h,m,s)] [reason (will be DMed to user)]), it will remove all of the user's roles and give them the Muted role (we can just have the bot check for the role with the name Muted [we'll rename it in all the servers] to make it easier).
When the mute expires, they will get all of the roles they had back.
If no time is set (indefinite), their roles will be removed until they are manually unmuted.
