$XDG_CONFIG_HOME support

It's discouraged to put configuration dotfiles into home directory. Please use $XDG_CONFIG_HOME as a default user folder for vintrc. If this env var isn't set, the default fallback to ~/.config should be used.

You can find more at https://specifications.freedesktop.org/basedir-spec/basedir-spec-latest.html. Please keep in mind, that this spec is applied console applications too. For example systemd, git, mc, htop and many others follow this spec.

Is there some update on this? It would be nice for XDG_CONFIG_HOME to be supported

This feature was shpped at v0.3.14.

I eyeballed change in PR and there is one issue remains. Config files include dot at the beginning of filename. When using XDG config folder it discouraged to mark files placed there as "hidden", the dot prefix should be amended.

Also documentation/README needs to be updated too.
