The page of the texthighlighter demo looks a bit nicer, but Rangy also has annotation, which is useful.

Using a npm package might cause issues further down the line, so we may want to avoid it.

I would say both Rangy and Texthighlighter provide the basic functions we need. Maybe it would come down to how easy to use them and how robust they are.
