When the scrollBar's roam is enabled, scrolling events should bubble onto the page when the internal scrolling of the chart reaches its limit

问题：scrollBar 的 roam 打开会阻碍页面的滚动

尝试在 vrender-components 内部做个判断，滚轮在图表内部滚到极限就将滚动事件冒泡到页面上，这样就会先把图表内的滚动条滚完以后再响应页面的滚动，类似页面中嵌入 iframe 时的交互
