Error when opening command window before editor in Dev16 #2336

Repro steps

Start Visual Studio where it does not open a solution
Open the command window

Exception is thrown:

Microsoft Visual Studio
---------------------------
Could not load file or assembly 'Vim.UI.Wpf, Version=1.0.0.0, Culture=neutral, PublicKeyToken=null' or one of its dependencies. The system cannot find the file specified.
---------------------------
OK   
---------------------------

I cannot reproduce this with VS2019 and the head of master for VsVim. In my testing, even VsVim commands work in the that window:
