Is your feature request related to a problem? Please describe.
Project MUSE as perhaps around 1 million articles from around 800-1000 journals we would like to add to Wikidata. Some can be entered via the DOI, while some articles do not have a DOI.
A scraper for the non-DOI Project MUSE articles could be implemented.

Describe the solution you'd like
Perhaps a command-line interface or a Scholia Web application facility scraping via the homepage.

Describe alternatives you've considered
FTP?

Additional context
Some of the format for metadata in Project MUSE resembles OJS.
