Privacy review and standards track plan

RESOLUTION: Engage with privacy experts in the proposed refactor of the Network Information API, figure out coordination between DAS, WebPerf, and WICG; and possible standards track adoption at a later stage

@lknik was interested in helping with the privacy review (thanks!) when the API has been refactored. We concluded on our call it is currently premature to conduct a thorough privacy review considering some API churn is expected, but @lknik will be following the developments in this repo.

Devices and Sensors Working Group has in its Charter 2020 (under review) a provision to adopt this spec given good use cases and implementer interest.
