Currently when user reverses the direction of scroll (i.e. move the finger in the other direction) while in the overscroll state most UAs immediately starts scrolling in the new direction. This might interfere with a good pull to refresh UI that the web app wants to achieve.

I suggest ti have some sort of a declarative way to let the UA know how to behave in that front. Like an overscroll behavior that reverses instantly (like what we have today) vs one that reverses only when the touch position reaches the same position when overscroll started (i.e. easing the overscroll delta down to 0 before starting to scroll).
