FLEDGE: More specific section collecting reporting methods

Currently methodology for reporting is spread throughout the document around specific cases. I think it would make sense and increase clarity to add an additional section collecting "How do we measure success" with a summary of the potential strategies and techniques each party would use to handle measurement.
