Will dynamic re-marketing be possible after 3P cookies deprecation or only the traditional re-marketing?

I'm not sure what constitutes "traditional re-marketing". Perhaps FLEDGE's mechanism "Ads Composed of Multiple Pieces", based on the RTB House proposal "Product-level TURTLEDOVE", supports what you're calling "dynamic re-marketing"?

If you say more about what you're trying to accomplish, I can be more confident in helping figure out whether FLEDGE can support it.

Sure, Re-marketing allows you to show ads to people who have previously visited your website or used your mobile app. Dynamic re-marketing takes this a step further, letting you show previous visitors ads that contain products and services they viewed on your site. With messages tailored to your audience, dynamic re-marketing helps you build leads and sales by bringing previous visitors back to your site or app to complete what they started. I think Protected Audience could support the use cases you describe. It sounds like the ads are selected based on a user's interaction with an advertiser's site (e.g. "products and services they viewed on your site"), which could be stored in a Protected Audience interest group, and based on a feed of products and services available on the site, which could be used to update Protected Audience interest groups. It looks like from the link you provided, that you're asking about a particular Google Ads offering, so I'd advise asking them.
