Not sure (yet) how this came to be but probably a good idea to explicitly hard cap the current infil % to the limit, rather than rely on it not going over due to blockage of time passing

Bonus: since there is no chosen chance scaling defined for above 250%, the system bugged out and guaranteed one (Presumed in the readout) instead of reducing the likelihood. Should probably also set ResultIfXExceedsUpperBoundary just to be sure.
