Привязку нужно сделать жесткой: рестораны, потом блюда/напитки.

Но это не должно мешать находить кампании, где primary объект - list. Возможно, потребуется улучшить систему поиска

Поле для выбора ресторана должно быть общим поиском, где рестораны с вознаграждением будут отображаться с надписью Earn.
Если на ресторан есть кампанию, то пользователь напишет ревью на существующую кампанию (то есть незаметно проходит резервацию, после нажатия на кнопку Next в 1 шаге), а если кампании нет, то пользователь делает по факту обычный пост
