Add notifications: Claimed object updates, Group ID control

Add two checkboxes in Tools -> Notifications -> "Community actions:" block:

Claimed object updates - enables notifications about all changes to the object (addition\reject) if the user claims authority (gave a heart) to this object.
Group ID control - notifies about the addition/rejection of a Group ID; Group ID - is taken from objects the user claimed authority over. Meaning, a user claimed an object -> this object has a Group ID -> this Group ID is added by another user to a different object -> This notification arrives.

By default, the checkboxes are inactive.
There's no need to send notifications to oneself.

Text:

{user} rejected the {update} for {objectName}

Notification - Group ID control

Text:
{user} used the group ID for {objectName} -> означает, что добавлен
{user} removed the group ID from {objectName} -> означает, что rejected
