There's never been a "queue" cursor of any sort...

When I tell "Build this and this and that ..." the cursor does not change its icon. It always shows the crosshair.

I think he means the green indicator that shows up if you tell a unit to go to one place then, after that, go somewhere else. Like a waypoint. ctrl+click a few times on several empty reachable spaces with a unit selected in the latest stable release (2.2.4) and you will see them. Its not a cursor though, it is a waypoint flag that appears on the ground, not the cursor.
