Savegame starting campaign 3 gives 0 power

In 2.3 beta 10, after evacuating the cam2 base, I saved the game at the "mission complete" screen as I always do. Then I started the final campaign, got a small base set up, and decided to scrap the effort and start over. Upon loading the savegame, I have 0 power. And since I don't have any structure to recycle a tank, I can't even build a power generator.

I'm having the same problem. I remember that, when I was playing the campaign the first time, in 2.3 beta, I worked around this by running the savegame in 2.2.4. But now the savegame is incompatible...
I tested using 2.3.1 in both Windows and Linux.

PS1: I think that #1632 and #1682 reports this same problem.
