Link to initial enforcement in CoC leading nowhere #50

Under the section "Further enforcement" in the CoC-document, there's a link named "initial enforcement steps" linking to #enforcement on the same page, but that link doesn't lead anywhere right now.

I made an issue instead of a PR for this because I wasn't sure where it should lead. The steps at the top of the document, or maybe somewhere specific in the separate "enforcement" document?
