Overview document discussion

Hello,

I have added the overview document for this proposal. It is similar to the initial pre-proposal document with slight restructuring.

I'm looking for any inputs and suggestions for the document, so it can attain the reasonably complete state as the requirement for advancing to phase 2.

LGTM. My only nit would be that I would perhaps avoid formulations arguing by "wat2wasm compilation" and instead speak of the meaning of the syntax (which is independent of tools). But that's just me, feel free to ignore.

Yeah, I realized that I didn't add the syntax meaning itself. Now, I've just updated the document, added the attributes for the syntax to clarify the meaning, and removed wat2wasm and wasm2wat terms.
