Clarify getAvailability()'s behavior on powered off adapters #441

The algorithm for getAvailability() is not clear on what to do about Bluetooth adapters that are powered off. The only place that really suggests how to handle this case is Example 8, which states "To show Bluetooth UI only to users who have a Bluetooth adapter". The algorithm definition only states "If that UA has the ability to use Bluetooth", which is somewhat unclear about powered off adapters.
