Create resource in all components when adding language

Adding languages the user has set as primary ones is possible from places like https://hosted.weblate.org/projects/webodm/#languages but it only adds the first compoent. Which in this case is the backend.

This is currently expected behavior unless language consistency is installed.

Just from a user point of view it seems like that adds all components. The user doesn't know whether language consistency is off or on.

Its not even clear the user knows there are multiple components, so a selection might be the better option.

Or some sort of "there are/might be other components" when doing it as a stopgap. Just reported to keep track of what I have reported, as I report things when I see them now.
