Reorder component creation form "new translation" fields

Describe the problem

GET /create/component/doc/

There are 2 linked fields in component creation form:

• Template for new translations
• Adding new translation

They are ordered logically incorrect IMHO. Because "Adding new translation" select value "Disable adding new translations" does not require to fill "Template for new translations".

Describe the solution you'd like

Reorder fields in this way:

• Adding new translation
• Template for new translations

Describe alternatives you've considered

Ideally we should hide fields that does not belong to selected option.
